Definition

Eugenics is the belief that a population’s hereditary characteristics — historically framed as intelligence, health, and moral character — can and should be deliberately improved through selective reproduction: encouraging childbearing among those judged to have favorable traits (“positive eugenics”) and discouraging or forcibly preventing it among those judged unfit (“negative eugenics”), including through compulsory sterilization, marriage restriction, and institutional segregation.

Historical Origin

Francis Galton, a statistician and half-cousin of Charles Darwin, coined the term in 1883, building on his earlier statistical study of inherited ability in Hereditary Genius (1869). Galton’s own proposals were largely voluntary and encouragement-based. Within a generation, the idea spread internationally and was taken up far more coercively by government-backed movements in the United States, Britain, Scandinavia, and, most extensively, Nazi Germany.

How Supporters Understood It

Early twentieth-century eugenicists — including scientists, physicians, and social reformers across the political spectrum — largely understood eugenics as a rigorous, progressive application of the new science of heredity to social problems: reducing poverty, disability, and crime by managing who reproduced. It was taught at major universities, funded by prominent philanthropies, and endorsed by public officials in dozens of countries during the 1910s–1930s.

Criticisms

Eugenics was criticized from its early decades on scientific and ethical grounds. Geneticists increasingly recognized that eugenicists routinely overstated the heritability of complex traits like “feeblemindedness” or criminality, and conflated poverty and social disadvantage with hereditary defect. Ethical criticism centered on its use of state coercion against individuals who had committed no crime, and its close entanglement with racial and class prejudice in deciding who counted as “unfit.”

Historical Uses

In the United States, more than 30 states enacted compulsory sterilization laws beginning with Indiana in 1907; the U.S. Supreme Court upheld the constitutionality of such laws in Buck v. Bell (1927), resulting in an estimated 60,000-plus forced sterilizations over the following decades. Nazi Germany’s 1933 “Law for the Prevention of Hereditarily Diseased Offspring” drew explicitly on American eugenic statutes as a model, before radicalizing into the mass killing documented in this archive’s Aktion T4 file.

Documented Consequences

Beyond compulsory sterilization programs across multiple countries, eugenic reasoning about racial and hereditary “fitness” shaped immigration restriction (including the U.S. Immigration Act of 1924), marriage laws, and, in its most extreme application, the systematic killing documented at Aktion T4. Elements of eugenic thinking about racial hierarchy also intersected with the scientific-racism assumptions examined in the Tuskegee Syphilis Study.

Misuse or Distortion of the Idea

Even judged by the scientific standards of its own era, eugenics is now understood by historians of science to have relied on methodologically weak studies, unfalsifiable claims about heredity, and a readiness to classify social and economic disadvantage as biological defect — distortions its own internal critics identified well before the movement’s political collapse after 1945.

Counterarguments

Modern human genetics has thoroughly rejected eugenics’ central premises: complex social traits are not governed by simple heritable factors in the way eugenicists assumed, and the ethical framework of modern medical genetics is built explicitly around individual informed consent and reproductive autonomy — a direct, documented repudiation of eugenic coercion.
